Mr Stephen Adu is one of the pioneering experts of the modern power & utilities sector in Ghana, having served as the first CEO / Executive Secretary of the Public Utilities Regulatory Commission (PURC) of Ghana. Having served in this position for over 15 years, he is credited with having led the strategic direction and organisational development of the PURC since its establishment. The vast experiences gained through his career in the utilities industry span across Leadership & Management, Monitoring and Evaluation, Accountability & Partnerships, Planning & Budgeting, Stakeholder Management, etc. He has a wide spectrum of experience in every aspect of regulation in the energy & utilities sector including but not limited to: design, delivery and management of regulatory regimes and incentives; regulatory financing framework development; design of pricing tariffs & rates; cost of capital & outputs; regulatory policy formulation; price regulation of network businesses; competition policy, etc. He has experience in dealing with people at the highest level - The Presidency, government officials, CEOs of public and private institutions, major consumer groups and development partners. He is highly experienced in developing and setting up policies, procedures and systems to reflect mandates, and facilitate effective running of key institutions in the utilities sector. As the CEO of the PURC, he led other commissioners and managers to teach, mentor and expose a number of African countries to regulatory experiences, and to facilitate the establishment of their own regulatory institutions. He played a leading and pivotal role to develop ideals, objectives and policies for the establishment of a new association of African regulators (African Forum for Utility Regulators - AFUR). He subsequently served as an Executive Committee Member of the AFUR for nearly a decade. He was also a steering member of the Africa Electricity Regulatory Peer Review and Learning Network; a network review program involving African utility institutions. Prior to being the Utilities Regulator, he was a top notch consultant for a top 4 international accountancy firm. He also held other senior level positions such in private and public institutions in the UK and Ghana. With the immense experience Mr Adu has in the regulation of the power & utilities sector, he brings on board hands on expertise of the cycle of development of capabilities in the power sector in Ghana & Africa over the last two decades. He has an MBA in Finance and B.Sc. Administration.
